The Foster Europe Foundation invites you to the 6th Conference on the Status of Federalism: Civic Education, Civic Participation, and the Subnational Level on November 30, 2022, 09:00 – 12:30 CET, online. The conference aims to give more publicity to the discourse on federalism, decentralization, and regions in Austria and to bring European perspectives and experiences into the Austrian debate.
This year focuses on Civic Education in Federalism - Federalism in Civic Education. Civic education goes beyond the imparting of knowledge in school classrooms. It also includes the practical application and tangible demonstration of democracy in school and everyday life, participation in political processes and decisions, and core media skills. Based on shared values and norms, this teaching should develop the competence to take an active part in political discourse.
Federal systems engage citizens in political decision-making at the sub-state level and offer different forms of participation, thus providing additional experience and a learning environment for citizens. At the same time, federal and multi-level systems require a corresponding level of political education due to their greater complexity.
How do federal states react to this challenge?
What is the significance of federalism and multi-level systems in the transfer of knowledge?
And what opportunities open at the sub-state level for the political participation of citizens?
The 6th Status Conference on Federalism presents insights into the current state of research and discussion based on case studies from Austria, the Czech Republic, Germany, Switzerland, and Finland, as well as cross-border participation models.

Die Foster Europe Foundation lädt zur 6. Statuskonferenz Föderalismus am 30. November 2022, 09:00 – 14:30 Uhr online ein. Die Statuskonferenz Föderalismus soll dem Diskurs zu Föderalismus, Dezentralisierung und Regionen in Österreich mehr Öffentlichkeit verleihen und zudem europäische Perspektiven und Erfahrungen in die österreichische Debatte tragen. In diesem Sinne steht 2022 das Thema Politische Bildung im Föderalismus – Föderalismus in der Politischen Bildung im Fokus. Politische Bildung geht über die Wissensvermittlung im Politikunterricht hinaus. Sie umfasst zudem die praktische Anwendung und Erlebbarkeit von Demokratie in Schule und Alltag, die Teilhabe an politischen Prozessen und Entscheidungen sowie eine mediale Grundkompetenz. Diese Vermittlung soll auf Basis der geteilten Werte und Normen die Kompetenz, sich aktiv am politischen Diskurs zu beteiligen vermitteln.
Föderale Systeme binden BürgerInnen auf der substaatlichen Ebene zusätzlich in die politische Willensbildung ein und bieten unterschiedliche Formate der Partizipation und sind damit ein weiterer Erfahrungs- und Lernraum für BürgerInnen. Gleichzeitig erfordern föderale- und Mehrebenensysteme aufgrund ihrer höheren Komplexität ein entsprechendes Maß an politischer Bildung.
Wie reagieren föderale Staaten auf diese Herausforderung, welchen Stellenwert haben Föderalismus und Mehrebensystem in der Wissensvermittlung und welchen Chancen öffnen sich auf der substaatlichen Ebene zur politischen Partizipation der BürgerInnen?
Die 6. Statuskonferenz Föderalismus präsentiert anhand von Fallbeispielen aus Österreich, Tschechien, Deutschland, der Schweiz und Finnland sowie grenzübergreifenden Modellen der Partizipation Einblicke in den aktuellen Stand der Forschung und Diskussion.
Die Anmeldung ist für alle interessierten Teilnehmer offen. Die Sprache der Konferenz ist Englisch. Wir legen die neueste Version des Programms bei.
